Gender mainstreaming it’s not

It’s called gender mainstreaming by the Swedish government:

”In Sweden, gender mainstreaming is the main strategy used to achieve the gender equality policy objectives. Gender mainstreaming means that decisions in all policy areas are to have a clear gender equality perspective.”

In reality women and members of ethnic groups as well as religious ones receive concessions for instance when selected for policy education at Swedish Police Academy:

"Special treatments of certain groups are commonplace in Sweden. Leveraging of the opportunities of these groups is encouraged by the state. One example is the police, who give women and people from other cultural and ethnic backgrounds concessions when it comes to testing for entrance to the police academy.[22] It has been proposed that requirements for being able to become a police officer, such as being a swedish citizen, being able to speak, read and understand swedish language, being physically fit and mentally suited for the job, and being able to swim in should be dropped altogether in order to better accommodate for immigrants who want to apply.[23] This means that, within a few years, Sweden could be patrolled by police who are not necessarily physically and mentally fit, swedish citizens, or able to read, speak or understand swedish language, since these abilities are considered unnecessary. Other similar fields, like firefighting and the armed forces are also affected in similar ways.[24] 'Quotation', as it is called in Swedish, is not limited to these fields, however, as it is common in virtually every type of state run organisation."

I mean, why the lies? Why talk of gender mainstreaming, equality, when exceptions to the rule are made all the time?

Isn’t that orwellesque? Some animals are more equal than others?
